That's the best they can do with Jet Packs right now is water Jet Packs seen these before and the make then not only with jetskis but smaller boats as well.  Basically the boat/jetski is a massive water pump and they wear water jetpack nozzles on thier backs and control the flow of the nozzles with the hand controls.  It's a cool idea but doesn't have much practical use except for experimentation to prepare for fueled jet packs.
