I can't imagine there being any sort of performance gain or loss, etc being pointed one way or the other... I'd guess it would be more like making an easier install/hookup of fuel lines, linkage, etc. Somebody with experience with dual carbs oughta have more info than me though 🥴

I'm not sure there is a good way to substantially reduce noise with an insert unfortunately. The Bassett baffles I used in the past took the edge off I guess you'd say, exhaust didn't sound as crisp if that makes sense. But may be enough to keep the five-0 off yer back. You can research here...
